Highly Skilled Migrant – salary criterion 2023

The 2023 salary levels for highly skilled migrants, Blue Card holders, key personnel of intra-corporate transfers (ICT) and recent graduates in the Netherlands have been published.

Per 1 January 2023 the following salary thresholds apply, gross per month excluding 8% holiday allowance. These thresholds apply to applications submitted as of 1 January 2023.

• Highly skilled migrants from 30 years of age / Key personnel Intra-corporate transferee: € 5,008
• Highly skilled migrants younger than 30 years / Key personnel Intra-corporate transferee: € 3,672
• Foreign nationals graduated in the Netherlands: € 2,631 (e.g. after search year)
• Blue Card holders: € 5,867

In brief, the salary is the fixed monthly salary (in cash) and contractual agreed monthly allowances (in cash)  excluding the holiday allowance (8%). The amounts should be transferred to the bank account in the name of the employee.
